Beijing College of Politics and Law (BCPL)
Authorized by Beijing Municipal Government in 2003, BCPL is a professional law college of higher learning. The college, under the jurisdiction of Commission of Politics and Law of Beijing Municipal Committee, has been co-founded by Beijing Management College of Politics and Law and Beijing Third People’s Police School.
BCPL is to train law and justice professionals for the capital. It is the academic home to high quality personnel in judicial departments, law-enforcement agencies and legal offices. After over twenty years’ development, BCPL has trained over 15,000 students. Now they are working in various government departments, public security and procuratorial organs and courts, as well as business offices and departments.
As an educational and training base with political and legal characteristics, BCPL has become a multi-level comprehensive entity, composed by the college, the Beijing Party School of Political Science and Law, the training center for senior and pre-senior badly-needed law professionals, and the training base for capital judicial police. There are 16 specialized programs: law, secretarial course in administration of justice, community management, real estate law, computer application, internet technology, internet security, business English, international trade law, office automation, and so on. Among them, secretarial course in administration of justice is the municipal special major. The college has co-established classes for bachelors-to-be with American Atlantic Cape Community College. The total number of students in the college is about 5,000 and it has a staff of 380. The college library has a huge collection of approximate 200,000 books, including E-books.
BCPL provides relatively stable bases for internship and wide job opportunities. The college has been training court clerks for courts and procuratorates. So far, several hundred clerks have been trained in this college.
BCPL has a strong and medium-scale teaching faculty of 200, who have high educational level and quality. 39 percent of them have Doctoral or Master’s degrees and over 24 percent have senior professional titles. Besides, about 80 professors and experts from outside the college are invited to teach or do research in the college.
The Capital Political Science and Legal Network, set up in the college, consists of four sections: open judiciary, legal research, legal services and judicial documents. The network aims at providing the public with such services as legal consultation, legal services, legal popularization and legal research. Meanwhile, the establishment of the campus network has realized the modernization and computerization of teaching and administration management.
Beijing Party School of Politics and Law was founded in the college in 1997. The college has created a training system for capital talents in this field, and has explored new ways to apply training courses into the employment of officials. To date, it has trained over 3,000 leaders and professional mainstays, and has been listed as one of the key programs by Beijing Municipal Party Organization Bureau.
In 1999, BCPL set up a training center to meet the urgent need for senior and pre-senior law professionals in Beijing. In 2001, Beijing Municipal Education Committee listed the center as an excellent program. In April 2000, the Research Department of Applied Law was established in the center. In April 2002, the Research Department of WTO Law Application was founded.
The college is active in seeking new ways for its development. It has close academic contacts with its counterparts in Australia, the United States, Germany and Canada. In order to train senior legal talents, every year the college sends about 10 delegations to get trainings in those countries. Meanwhile, experts and professors from abroad are invited to teach in the college. In addition, international seminars are regularly organized.
The college is responsible for providing educational training programs for police staff from Beijing judicial departments. It has cultivated over 3,000 professional personnels in the past 20 years.
Academic research has always been a strong part of the college. In recent years, five study projects have been ratified in the provincial and ministerial research programs. More than 700 projects have been completed successfully, among which 30 projects win awards of national, provincial or municipal academic associations and awards of department. In 2001, the College Journal published at home and overseas, was awarded Class A by the municipality.
BCPL has some test centers, such as National Computer Ranking Examinations and National Public English Tests, which were approved by Beijing Municipal Education Committee. The college also runs various training programs.
BCPL is a paofessional college of higher learning. It provides programs on advanced vocational education, adults’ academic credentials education, secondary professional education and professional trainings. BCPSL covers about 600 mu, with 100,000-square-meter floorage. It’s equipped with modern office buildings, classroom buildings, moot courts, computer and language labs, multi-media classrooms and e-reading rooms. Now, a 5,000-square-meter gymnasium is under construction. A teaching base with nearly 200,000 square meters is on a planning stage. Good learning and living environment turns the college into the legal education and training base.
学院建有相对稳定的实习实训基地及广泛的就业渠道，为法院、检察院等单位定向培养书记员。开展了多种类型的岗位及资格证书培训，进行资格证书进课堂试点工作。到目前为止，已为法院、检察院培养了数百名书记员。学院拥有高学历、高素质、结构合理、规模适度的专兼职教师队伍，现有专任教师近200人，拥有博士、硕士学位者占39%，具有高级职称者占24%以上。同时，学院还聘请国内外著名教授、专家、学者80余名担任兼职教授、特聘研究员。
