      We all know what it is like to be unable to turn your head because of a cold in the muscles of your neck, or because an unexpected twist has made your neck ache. The  slightest move makes youjump with pain. Nothing could be worse than a pain in the neck
      That is why we use the phrase to describe some people who give you the same feeling.We have all met such people.
     One is the man who always seems to be clapping his hands-often at the wrong time-during a performance in the theater. He keeps you from hearing the actors.
      Even worse are those who can never arrive before the curtain goes up and the play begins. They come hurrying down to your row of seats. You are comfortably settled down, with your hat and heavy coat in your lap. You must stand up to let them pass. You are proud of yourself-control after they have settled into their seats...Well, what now...God, one of them is up again. He forgot to go to the men's room, and once more you have to stand up, hanging on to your hat and coat to let him pass. Now, that is "a pain in the neck".
      Another, well-known to us all, is the person sitting behind you in the movies. His mouth is full of popcorn; he is chewing loudly, or talking between bites to friends next to him. None of them remain still. Up and down, back and forth, they go for another bag of popcorn, or something to drink
      Then, there is the man sitting next to you at lunch, smoking. He wants you to enjoy it too, and blows smoke across your food into your mouth.
      We can not forget the man who comes into a bus or subway and sits down next to you,just as close as you will let him. You are reading the newspaper and he gets closer so that he can read the paper with you. He may even turn the paper to the next page before you are ready for it.
       We also call such a person a "rubber neck", always getting close to where it does not belong, like neighbors who watch all your visitors. They enjoy learning about your personal business. People have a strong dislike for "rubber necks". They hate being watched secretly.

       Some years ago industries had more freedom than they have now, and they did not  need to be as careful as they must today. They did not need to worry a lot about the safety  of the new products that they developed. They took little notice of the health and safety of  the people who worked for them. Often new products were dangerous for the people who  used them and the conditions in the work place had very bad effects on the health of the workers.
    Of course, sometimes there were real disasters which attracted the attention of governments and which showed the need for changes Also scientists who were doing  research into the health of workers sometimes produced information which governments  could not ignore. At such times, there were inquiries into the causes of the disasters or the  problems. New safety rules weR often introduced as a result of these inquires, however, the  new rules came too late to protect the people who died or who became seriously ilL
    Today many governments have special departments which protect customers and  workers. In the U.S., for example, there is a department which examines new planes and gives warnings about possible problems. It also makes the rules that aircraft producers must follow. Another department controls the foods and drugs that companies sell. The  third department looks at the places where people work, and then reports any companies that are breaking the laws which protect the health and safety of workers. Of course, new government departments and new laws cannot prevent every accident or illness, but they are having some good results. Our work places are safer and cleaner than before. The planes and cars which we use for travel are better. Producers are thinking more about the  safety and health of the people who buy and use their products.

From the picture, we can see a man crossing the street in a hurry. But he is not walking on the pavement. Instead, he is running in front of cars which are moving on the street. And to avoid hitting him, a car makes a sudden stop. The following car hits that car on its back. Thus an accident is caused.
It ’s obvious that all result from breaking traffic rules. The person who is crossing the street doesn’t take life seriously, both his and others’. Running across a street without obeying the traffic rules is very dangerous because the running person can be easily hurt by cars. And if the car which is about to hit the person makes a sudden brake, there may be a car accident, just as the picture shows, thus people in the cars might get hurt.
    Life is precious, and also defenseless. We should not put our life and others’ in danger by any improper behavior. All in all, it is of vital necessity and benefit to obey the traffic rules.
