为优化高等教育结构，整体提高我省高等教育质量，省政府决定从2004年起在省属高校本科院校中开展“重中之重”学科建设。省财政每年投入1个亿，连续4年，重点建设20个学科。这一举措为高校重点学科建设提供了强有力的支持。浙江中医药大学的中医临床基础学、中药学两个学科被列为省“重中之重”学科，经过2年多的建设，已经取得一系列成果。
