国家助学金用于资助高校全日制本专科（含高职、第二学士学位）在校生中的家庭经济困难学生，具体标准在每生每年1000-3000元范围内确定。国家助学金按学年申请和评审,大一新生可以申请国家助学金。在同一学年内，申请并获得国家助学金的品学兼优学生，可同时申请国家奖学金或国家励志奖学金。
国家励志奖学金用于奖励资助高校全日制本专科(含高职、第二学士学位)学生中品学兼优的家庭经济困难学生，标准为每人每年5000元。
而符合以下条件的民办高校（含独立学院），也首次被纳入了可申请国家“三金”的范围：举办者按照国家和省有关文件规定，从事业收入中足额提取不低于5%的经费用于资助家庭经济困难学生。不断加大办学投入，积极改善办学条件，达到国家规定的高等学校基本条件指标。办学行为规范，经省教育厅年度检查合格。毕业生一次性就业率达到全省平均水平以上。
