民办高校要保持清醒认识实现可持续发展

　　现实中，教育行政管理部门在对民办高校及其专业的审批方面也存在有待完善的地方，特别是在对办学设施和师资配备等的审核上，由于缺乏严格的程序，导致有些地方的民办高校形成同类无序竞争的局面。这种现象的出现，对民办高校的长远发展是很不利的。

　　分析当前存在的主要问题，笔者认为，在民办高校发展中要特别注意以下两个方面：一是教育行政管理部门的审批要有统筹规划，在审核方面要严格、客观，在民办高校类型分布、专业设置上要有科学性，避免造成资源浪费和无序竞争。二是民办高校要苦练内功，真正将高等教育作为事业来办，坚持教育的公益性原则，注重学校的长远发展，做到社会效益和经济效益兼顾、突出社会效益，把工作重心放在建设有特色、高质量的师资队伍上，在师资队伍建设方面要有恒心、舍得下大气力。

　　笔者认为，由企业投资、以新机制建立的独立学院，既有母体高校教学和科研的优势，又有企业的资金支持，有利于保证师资队伍和科研队伍的质量。这种创新的办学机制应是保障民办高校教育教学质量不断提高的一种基本模式，值得提倡。（作者：夏鲁惠）
